Damnok Toek Neak Loeung (DTNL) is located at the Mekong river-crossing of the main road connecting Phnom Penh with Vietnam. It was the first project initiated by Goutte d'eau Switzerland and is now officially operating as a Cambodian Non-Governmental Organisation (NGO).
Background
Because a big number of street children in Phnom Penh are from Prey Veng and Svay Rieng provinces, the Ministry of Social Affairs suggested to set-up a project to assist street- and rural-children in Neak Loeung where a majority of them are likely to pass.
Neak Loeung is a busy transit town where goods and people from Vietnam as well as from the south-eastern provinces of Prey Veng and Svay Rieng are waiting to be shipped across the Mekong.
The rural provinces of Prey Veng and Svay Rieng are among the poorest in Cambodia. During the yearly rainy season the whole area is flooded. Malnutrition, combined with water-born diseases and the absence of affordable medical-care are widespread. Numerous vulnerable children are leaving their homeland and are migrating or are trafficked to Phnom Penh with the promise to find better living conditions in the capital.
Others are leaving the countryside with their families and end up in the squatter areas of Neak Loeung. They are trying to make a living as beggars and scavengers or are selling sweets at the ferry terminal. They are vulnerable to abuse and trafficking. Without access to education and the chance to improve their living situation, the will eventually move on to Phnom Penh.
The project in Neak Loeung is offering these children an alternative on their way to Phnom Penh. As a result, the project is contributing in reducing the number of street children in Phnom Penh and in offering the vulnerable children the chance for a better future.

The Main Goals
- Prevention of child-abuse and child-trafficking
- Rehabilitation of under age substance-abusers and traumatized children
- Integration of neglected children and street-children into Khmer society through informal and formal education (day-care centre, vocational-training and public school)
- Reintegration of trafficked- and runaway-children into their culture, their villages and, if possible, their families of origin
- Capacity building of local staff
